CIMS Reporting Guide: Malaysia's Chemical Inventory System Explained

CIMS (Chemical Information Management System) is DOSH's online platform for reporting Malaysia's hazardous chemical inventory. If you manufacture or import 1 metric tonne or more of a hazardous chemical per calendar year, DOSH requires you to submit an inventory through CIMS by 31 March of the following year.

Who Must Report to CIMS

Manufacturers

If you manufacture a hazardous chemical in Malaysia in quantities of 1 tonne/year or more, you must report it to CIMS — regardless of whether you also supply it or use it in-house.

Importers

Bringing a hazardous chemical into Malaysia above the 1 tonne/year threshold triggers the same CIMS reporting duty as manufacturing it locally.

Below-Threshold Handlers

Under 1 tonne/year, CIMS reporting isn't mandatory, but your CLASS 2013 classification, labelling and SDS obligations still apply in full.

How to Submit Your CIMS Inventory

1. Register a CIMS account

Create your company account on DOSH's CIMS portal using your registered business details.

2. Compile your chemical list

List every hazardous chemical manufactured or imported at 1 tonne/year or above for the calendar year.

3. Enter classification data

Submit each chemical's GHS classification, quantity, and usage details as required by the platform.

4. Submit before 31 March

File your inventory for the prior calendar year no later than 31 March — mark it on your compliance calendar annually.

5. Keep records updated

Update your CIMS entries whenever your chemical inventory, classification, or quantities change materially.

What Happens If You Miss the Deadline

CIMS non-submission is enforced under the Occupational Safety and Health Act 1994 as amended in 2022. Since 1 June 2024, general duty-of-care breaches can draw fines of up to RM500,000 (up tenfold from RM50,000), and hazardous-substance-specific breaches up to RM200,000, plus possible imprisonment. DOSH inspections routinely check CIMS submission status alongside SDS and labelling compliance. If you're also handling import or export of hazardous substances, see our MyEHS Import/Export Guide, or return to the Malaysia compliance hub.

Frequently Asked Questions

What does CIMS stand for?

Chemical Information Management System — DOSH's online platform for hazardous chemical inventory reporting under CLASS 2013.

Do I need to report every chemical I use?

Only hazardous chemicals you manufacture or import at 1 metric tonne or more per calendar year require CIMS reporting. Smaller quantities still need CLASS 2013 classification and labelling.

Is CIMS the same as MyEHS?

No. CIMS is run by DOSH under CLASS 2013 for workplace chemical hazard reporting. MyEHS is a separate DOE system for environmentally hazardous substances tied to international conventions.

What if my quantity changes mid-year?

If your annual total crosses the 1 tonne threshold at any point during the calendar year, that chemical needs to be included in your next CIMS submission.

Does CIMS reporting require a translated SDS?

CIMS itself is an inventory report, not an SDS submission — but the same chemicals need a compliant bilingual SDS under CLASS 2013, which we can prepare alongside your reporting.
